Maharashtra GCC Policy 2025: A Strategic Opportunity
The Maharashtra Global Capability Centre Policy 2025 presents a compelling opportunity for global companies to establish captive operations in India's commercial heartland. With a target of attracting more than ₹50,000 crore (~USD 6 billion) in investments and creating 400,000 high-skilled jobs, the policy offers a robust framework of incentives and infrastructure support.
The policy targets captive GCCs providing services exclusively to their parent or global affiliate entities. BPOs, call centers, and pure sales or marketing operations are explicitly excluded. Eligible activities include data and analytics, engineering, R&D, finance, business support, strategic functions, and IT/technology development - essentially high-value, knowledge-intensive operations.
Qualification is based on either fixed capital investment (FCI) or direct employment. For a "Small GCC," thresholds start at approximately INR 50-100 crore (~USD 6–12 million) or 100-250 employees, with higher tiers (Medium, Large, Mega, Ultra Mega) scaling proportionally.
The policy combines fiscal and operational benefits to improve GCC viability:
Beyond financial incentives, the policy creates enabling conditions that reduce execution risk:
Organizations evaluating this opportunity should consider several factors. First, determine the optimal scale, location, and operating model (leased versus owned) that aligns with both policy thresholds and strategic priorities. Second, conduct detailed financial analysis comparing different setup options - leased facility with rental subsidy, owned facility with capital subsidy, and a baseline scenario. Third, align the scope of services to maximize both cost efficiencies and innovation-related incentives.
The policy is valid for five years until FY 2029–30, with commercial operations required to commence within this period. Employment-based incentives require minimum direct employment creation within two years of commencement.
With India hosting over 1,900 GCCs employing 1.9 million professionals, Maharashtra's policy positions the state to capture the next wave of global digital, engineering, and R&D investments. For organizations with existing operations in Maharashtra or those seeking a strategic foothold in India, this policy offers a pathway to build a world-class capability center that delivers value beyond cost arbitrage - combining talent access, operational resilience, and innovation potential.
